The Communications Regulatory Authority of Mozambique (INCM) has launched a call for consulting firms to support the development of its strategic plan for the period 2026–2028.

Headquartered in Maputo, the INCM is the national body responsible for regulating and supervising Mozambique’s telecommunications, broadcasting, and postal sectors. Its core functions include managing the radio frequency spectrum, issuing licences for communication services, and enforcing regulations to ensure market compliance and consumer protection.

In a tender launched last week, the INCM invited expressions of interest from both national and international consulting firms to prepare its next strategic plan.

The call underlines the Authority’s search for highly qualified firms – in other words, consultancies with a strong track record in strategy development and the telecommunications sector, and a solid understanding of the African and Mozambican landscape.

The consultancy assignment will involve evaluating the current Strategic Plan (2020–2025), drafting the new 2026–2028 plan, and defining the INCM’s vision, mission, values, objectives, and strategies. It will also require the preparation of a budget proposal, a logical framework matrix, and a training programme aligned with the plan, culminating in the submission of a final report.

The INCM also emphasises the multidisciplinary nature of the work. Consulting firms are expected to demonstrate expertise in strategic planning, policy development, regulatory and technical frameworks, the digital economy, and stakeholder engagement at C-suite and management levels – alongside solid industry experience in telecommunications and ICT.

Interested firms have until 20 October to submit their proposals for the tender process.
